Climate Change Conference Aims for Pact by 2009
BALI, Indonesia (AP) World leaders overcame bitter divisions on Saturday(Dec. 15) over how to fight global warming and agreed to reach a new deal by 2009.
발리, 인도네시아 (AP) _ 세계 지도자들은 토요일(12월 15일) 지구 온난화를 막는 방법에 대한 극심한 분열상을 극복하고 2009년까지 새로운 협약을 도출하기로 합의했다.
The contentious, two-week U.N. climate conference on the resort island of Bali ended with the United States, facing angry criticism from other delegations, relenting in its opposition to a request from developing nations for more technological help fighting climate change.

2주에 걸쳐 휴양지 발리섬에서 개최된 논란이 많은 유엔기후회의는 미국이 다른 나라의 성난 대표들의 비난에 직면, 기후변화 대응에 기술적인 지원을 더 많이 해달라는 개발도상국가들의 요구에 대한 반대 입장을 뒤집은 가운데 끝났다.
The new deal does not commit countries to specific actions against global warming. It simply sets an agenda and schedule for negotiators to find ways to reduce pollution and help poor countries adapt to environmental changes by speeding up the transfer of technology and financial assistance.

이 새로운 협정은 모든 회원국에 지구 온난화에 대한 특별 조치를 취하라고 강요는 하지 않고 있다. 이는 단지 협상국들이 오염을 줄이고 기술과 재정적 지원으로 빈국들이 환경 변화에 적응하게 도와줄 방법을 찾는 의제와 일정만 정했다.
Despite an aggressive campaign led by the European Union to include specific emissions reduction targets for industrial nations by 25 to 40% below 1990 levels by 2020 the final road map has none.

유럽연합의 주도로 선진국들이 구체적인 가스 배출량 감축 목표 즉 2020년까지 1990년 수준 대비 25~40%를 감축하도록 하는 운동을 적극적으로 벌였음에도 불구하고 최종 로드맵은 나오지 못했다.
The guidelines were eliminated after the United States, joined by Japan and others, argued that targets should come at the end of the two-year negotiations, not the beginning.
감축목표치는 2년간의 협상 시작이 아닌 끝에 나와야 한다며 미국이 주장한 후 감축 지침은 삭제됐다. 일본 등 국가들이 미국에 합류했다.
The agreement, by consensus among some 190 nations, was nonetheless hailed as a crucial development in the world’s struggle to come to grips with global warming, which scientists say will lead to widespread drought, floods, higher sea levels and worsening storms.

그럼에도 불구하고 190여 개국의 합의로 이르게 된 이 합의안은 세계적으로 지구온난화를 다루려는 노력으로 중대한 진전이라고 환영했다. 과학자들은 지구온난화가 광범위한 가뭄, 홍수, 해수면 상승, 더욱 험악해진 폭풍우로 이어질 것이라고 말하고 있다.
“This is a real breakthrough, a real opportunity for the international community to successfully fight climate change,” said U.N. climate chief Yvo de Boer. “Parties have recognized the urgency of action on climate change.”

유엔기후 책임자인 이보 드 보어씨는 “이는 국제사회가 성공적으로 기후 변화를 대처하는 데 진정한 돌파구이며 진정한 기회”라면서 “당사국들은 기후변화에 대한 조치의 긴박성을 인식했다”고 밝혔다.
Environmentalists welcomed the final agreement, though some complained the document lacked specific emissions targets and did not include strong commitments for rich countries to provide poorer ones with green technology.
일부 환경론자들은 이 문서에는 구체적인 배출 감축 목표가 결여？있고 부국이 빈국에게 녹색 기술을 제공한다는 강력한 의무를 지우지 않았다고 불평하지만 대부분은 최종 합의문을 환영했다.
“The people of the world wanted more. They wanted binding targets,” said Marcelo Furtado of Greenpeace Brazil.

Climate policy analyst Eliot Diringer, of Washington’s Pew center, looked on the positive side. “ It puts no one on the hook right now for emissions reductions,” he said. “ What’s important, though, is that it lets no one off the hook either.”

워싱턴의 퓨센터의 기후정책 분석가인 엘리엇 디링거씨는 긍정적인 측면을 보았다. 디링거씨는 “이는 어느 나라도 지금 바로 배출 가스 감축에 대해 궁지로 몰아넣지는 않는다”며 “그러나 중요한 것은 이는 또한 책임을 벗어나게 해 주지도 않는다”고 말했다.
Now the United Nations will embark on at least two years of talks to fashion a more effective and widely accepted successor to the 1997 Kyoto Protocol. The process could determine for years to come how well the world will cut emissions of greenhouse gases blamed for global warming.

The roadmap is intended to lead to a more inclusive, effective successor to Kyoto, which commits 37 industrialized nations to cut greenhouse gases by an average of 5% between 2008 and 2012.
이 로드맵은 한결 포괄적이고 효과적인 교토협약의 후속으로 이어지게 끔 하기 위한 것인데, 교토협약은 37개 산업국가가 2008년과 2012년 사이 평균 5%의 온실가스 배출을 감축하도록 하고 있다.
President Bush has argued that the cuts required by Kyoto would hurt the U.S. economy and unfairly exempts China and other emerging economies.
부시 대통령은 교토의정서가 규정하고 있는 가스 배출 감축은 미국 경제에 타격을 주며 중국 등 신흥 경제국들에게는 부당하게 면제해 주는거라고 주장해왔다.

Just when it appeared agreement was within reach Saturday morning, developing nations argued that their need for technological help from rich nations and other issues needed greater recognition in the document. U.N. Secretary-General Ban Ki-moon addressed the group, urging them to overcome their differences.
토요일 아침 합의에 이를 것처럼 보이자 개발도상국들은 부국들로부터 그들이 필요로 하는 기술적인 도움 등 여타 문제들을 문서상으로 더욱 분명하게 해둘 필요가 있다고 주장했다. 반기문 유엔사무총장은 그들에게 상이점 극복을 촉구하면서 이 회의에서 연설했다.
In an apparent resolution, India and others suggested minor adjustments to the text, backed by the EU, that encouraged monitoring of technological transfer to make sure rich countries were meeting that need.

This measure is certain to help promote inter-Korean economic cooperation and tourism projects. It goes without saying that freer passage, a speedier customs clearance process and easier access to telecommunication services are three basic requirements for exchanges between the two Koreas.
내년부터 남한 방문객은 북한의 개성공단과 금강산에서 전화 뿐 아니라 인터넷 이용이 허용된다. 이 조치는 남북간 경제 협력 증진에 도움이 될 것이 확실하다. 자유로운 통행, 신속한 통관과 용이한 통신 접근이 남북간 교류에 불가결한 3가지 기본 요건임은 두 말 할 나위 없다.
The two sides agreed on military assurances for the three requirements during their meeting of generals at the truce village of Panmunjeom on Thursday. The agreement came two days after the two Koreas resumed regular freight train services after 56 years. We welcome the latest developments as they are laying the groundwork for stepped-up cooperation, national reconciliation, co-prosperity and peace on the Korean Peninsula.
남북한은 목요일(12월 13일) 판문점에서 개최된 장성급 군사회담에서 위의 3가지 요건에 대한 군사적 보장을 합의했다. 이 합의는 56년 만에 화물 열차 운행이 재개된 지 이틀 만에 나온 것이다. 이는 남북의 한층 강화된 협력, 민족 화해, 상호번영 그리고 한반도의 평화를 위한 초석을 놓기 위한 것으로 우리는 최근의 이러한 진전 사항을 환영한다.
Such measures are expected to encourage South Korean businesspeople to actively invest in the North, while helping the reclusive country attract more tourists to the scenic mountain resort. Southern businesses have repeatedly called for lifting or easing of the cumbersome and complex process of their passage into the North. They have also demanded freer access to telecommunication services. Now, the North Korean regime has started accepting some of their requests.
이러한 조치는 국내 기업인들이 북한에 적극적으로 투자하도록 고무시키고 고립된 북한으로 하여금 절경인 금강산 리조트에 더 많은 관광객을 유치하는데 기여할 것이다. 국내 기업들은 성가시고 복잡한 북한 통행절차를 없애거나 완화할 것을 계속 요구해왔다. 그들은 또한 보다 자유로운 통신서비스 이용을 요구해왔다. 이제 북한정권은 남한 기업인들의 이런 요구사항의 일부를 수용하기 시작했다.
